Supervisory Duties (25%) Performs personnel administration/management duties. Provides advice, counsel and instructions to staff on technical and administrative matters. Plans, directs and reviews the work of subordinates performing coal mine safety and health work and other inspections/support personnel in the work group. Coaches, mentors, and assists employees in the performance of work, with consideration of the difficulty of assignments and capabilities of employees. Distributes work assignments to ensure that workloads are balanced and that work is performed at prescribed intervals. Determines developmental training needs and promotes career development; assists employees in developing skills and knowledge to fully utilize individual talents. Evaluates performance of assigned employees. Observes work rules and regulations, employee relations matters and codes of conduct. Ensures that employees are kept informed of matters affecting. Identifies and corrects job safety and health hazards, instructing employees on safety requirements, reviewing and reporting accidents and incidents; and directing the periodic inspection of work Technical Duties (75%) Reviews inspection program operations in the Field Office; identifies and resolves problems or recommends adjustments to the inspection program; ensures Field Office inspection activities are in compliance with Agency policies; consults with other supervisors on work-related changes to enhance consistency in implementation of Agency policies, guidelines, and directives. Advises field personnel on a full range of health and safety activities, and technical and administrative matters; subject to call at any time to offer testimony of fact at hearings and court proceedings on appeals presented under provisions of the Mine Act. Acts as a consultant and advisor on mine health and safety activities to State mining, health, inspection and commerce officials; with mining industry officials; with management and labor officials; and with independent mine owners for the purpose of rendering expert advice and explaining the provisions of the Federal coal mining laws; represents the OM at technical meetings, conferences, and seminars. On a regular basis, accompanies subordinate inspectors during their regular or special assignment in coal mine and related facilities. The purpose of such accompanied inspections is to assess the quality of work and efficiency of work methods. Makes personal assessments of surface and underground mining operations in order to keep abreast of the latest technical developments in mining activities and equipment. Assists the ADM and OM with the management and administration of the assigned office by actively participating in assigned organizational work activities, staff meetings, program planning meetings and general business operations in accordance with established policies and procedures. Reviews proposed regulatory changes, provides feedback on the probable impact of changes to the inspection program, and recommending adjustments as needed. Assists with rescue and recovery operations after mine disasters. Examines underground and surface coal mining operations on a regular basis. As required, independently conducts a wide variety of on-site safety and health inspections and investigations of coal mines, preparation plants and related facilities. Prepares written reports of inspections and investigations, issuing citations and orders for violations found during examinations. Performs other duties as assigned. Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-12, in the Federal Service.Specialized experience is experience that equipped the applicant with the particular knowledge, skills and abilities to perform successfully the duties of the position and that is typically in or related to the work of the position to be filled.Specialized experience is defined as:
Experience performing mine safety and health inspection, analysis and evaluation of health/safety aspects of mining industry operations and processes; or evaluation, analysis or development of agency programs. Examples of creditable experience include:
direct on-site inspection; special accident investigation; development of mine safety and health standards; data analysis and evaluation of operational mine safety and health programs; special assessments; and development of industry-wide training or safety and health awareness programs.In addition, the applicant must demonstrate in their work experience or training that they possess or have the potential to develop, the qualities of successful supervision.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
